1. How should we approach the development of cyber-policy and -infrastructure given the “short arm” of predictive knowledge?

In cyber security it is very hard to know where an attack will come form or when it will come. So the best approach we can take is that of prevention. We most make harder fire walls, and systems that are harder to breach, and take more time. The more time the greater chance we have on seeing that someone is trying to attack the system. Giving us more time to react to it and stop it or counter attack their system. That is the way the world is going now it not really world powers fighting each other anymore with boots on the ground. It’s cyber attacks, and if China or Russia could take out our power grid or DHS it would be catastrophic to our nation security. That is why we must improve our security systems and hardware. Because our power grids are very vulnerable most power stations don’t even have guards at them.

2. How does cyber technology impact interactions between offenders and victims?

Cyber technology and the advancements in the technology has made it easier for offenders to stalk and set up things with minors. It has made it very easy for potential offenders to stalk or help them act on the drives they have. It has also made it very is easy for child sex offenders act as if they are younger then they are and act as a friend, till they can meet up with them. Overall it made it easy for their to be more victims and more offenders due to the access.
