Creating effective cybersecurity policies is challenging because we can’t always predict how emerging technologies will evolve or impact society. Hans Jonas referred to this as the “short arm”. It is important to adopt a cautious approach when designing policies, particularly those with long-term implications. Rather than being stuck on what could happen or the unknown, we should focus on preparing for potential risks. This involves implementing secure and adaptable systems that can handle any challenges that may come our way. An example of this would be purchasing car insurance to safeguard against accidents. With this we focus on the risk that is most likely rather than the unknown. Additionally, it’s crucial to consider how today’s decisions will affect future generations, ensuring that policies account for their well-being even though they can’t contribute to current discussions.
