Demonstrating exceptional technical acumen, Petty Officer Watson helped lead the restoration of the Electronic Warfare (EW) watch station after a four-year hiatus, standing 512 hours of critical watch during the historic WESTPAC 2024 deployment. His expertise led to the interception of 382 signals of interest, including 86 significant signals, and the vital identification of Chinese Coast Guard and People&#8217;s Liberation Army Navy warships near Scarborough Shoal. His vigilance was paramount in the early morning detection of a foreign underwater asset, ensuring the safety of the crew while transiting to peaceful operations in Vietnam. A trusted expert, he was instrumental during joint operations with the USS BLUE RIDGE, using advanced electronic surveillance to correlate vessel positions. Pioneering a revolutionary tactical capability, he authored the first-ever Coast Guard guide for integrating the Android Tactical Awareness Kit (ATAK) with the VBAT MPU5 radio, enabling boarding teams to securely transmit messages and imagery from commercial cellular devices to the combat information center. His comprehensive guide, developed over 50 hours of rigorous operational testing, was submitted to the program office for Coast Guard-wide implementation, marking a significant advancement in tactical operations. Displaying profound initiative, he identified a critical capability gap in the CG-wide loss of the National Intelligence Operational Database (NIODB). He tirelessly advocated for its restoration, working directly with senior leaders, which resulted in renewed access for USCGC WAESCHE and the entire Coast Guard, significantly enhancing fleet-wide intelligence capabilities. Furthermore, during Eastern Pacific counterdrug patrols, his direct support as a Tactical Operations watch stander for small boat launches resulted in the seizure of 49 suspected smugglers and 16899 kilograms of contraband. As the sole command Trusted Agent, he expertly resolved over 75 CG Fix-It requests and created or restored access for 31 critical SIPR and Common Access Card accounts, preventing loss of access to secure networks while deployed.
