It seems that there are numerous ways to predict cyber offending in which has been developed into cyber-policy and infrastructure as a way to control and prevent it from happening. Although it is not 100%, accurate these policies that were created helped deal with the ever-changing negative effect of technology. When cyber-policy and infrastructure are made, they look at the issues that are happening and what could happen by using predictive knowledge. A specific instance of this is the labeling theory that criminologists use to understand cyber offending. In this case, demographic characteristics, particularly gender and race, impact the assignment of criminal and deviant labels. However, it can be assumed that this theory could be somewhat “self-fulfilling” as it can be taken controversially due to the clumping of characteristics. Again, many approaches can be made when developing cyber-policy, but it mostly has ties in criminal justice. So when creating those policies, it is crucial to have an understanding of criminal law, whereas it has specific rules that help with implementations of infrastructure. Also, cyber technology has impacted the interactions between offenders and victims. Due to it being a cyber act of illegal activity, offenders might be more frequent compared to other crimes. This could be due to the neutralization theory that states that
