Prompt 7: How does cyber technology impact interactions between offenders and victims? How should we approach the development of cyber-policy and -infrastructure given the “short arm” of predictive knowledge?

Cyber technology has impacted interactions between offenders and victims significantly. There are new avenues for crime and it has altered the dynamics of traditional criminal behavior. Online platforms offer a sense of anonymity and there is a large pool of potential victims to choose from. This makes it easier for offenders to find and target individuals. Being hidden behind a screen reduces the risk of detection and allows for larger attacks. With the internet there are no geographical barriers and this enables offenders to operate anywhere in the world and target victims across different countries. This would then complicate investigations and prosecution efforts. There are new forms of cybercrime such as cyberbullying or online harassment. This can lead to psychological and emotional effects on the victims. With all this in mind, we have to think about the “short arm” we are handed, meaning we often struggle to anticipate future threats and we constantly need to rethink solutions that remain relevant. When policies are being created they need to remain flexible enough to adapt to threats that keep evolving and technological changes. This means we need to continue monitoring, researching and collaborating with stakeholders. It’s important to make risk assessments and mitigate the most significant and likely threats which would allow efficient resource allocation and prioritization. There should also be international cooperation because cybercrime is a global issue. There needs to be collaboration on policy development, information sharing and law enforcement cooperation. Ethical considerations also need to be made which would balance security concerns with individual privacy rights and civil liberties. With all of this in mind we need to acknowledge the limitations of predictive thinking and try and possess a more forward-thinking approach. This will build a more secure cyber environment that will protect individuals from evolving threats. This will require the efforts and collaboration from policymakers, technology leaders, and law enforcement.
