Background. A railway that runs through the densely populated area would carry methyl isocyanate (MIC) in storage containers. This creates an environment of risk for residents. Therefore a risk management scenario was created, which also recommends steps to mitigate this risk.
Key Study Question. How can the risk of an MIC disaster be reduced to protect lives in the event of a leak?
Method. Assess how MIC is being transported and the distance to dense population centers. Model a quality management procedure that would protect the most lives. Model the best design that would allow for the continual transportation of products, prevent loss of life, and preserve the environment.
Recommendations. Develop evacuation procedures that would protect life in the event of an MIC leak. Create an emergency response appropriate to an MIC disaster. Develop quality management policies requiring MIC to be transported in storage cars with proper quality measures to reduce the risk of a leak—proposal for rerouting shipping containers at an appropriate distance from dense population centers.
Public Health Significance. Preparing for certain disasters requires comprehensive policies, including emergency response, quality management policies, and evacuation procedures, depending on the risk management event.
