Evaluation Question

My original evaluation question submitted based on the feedback from two of my peers is as follows:

How is the success of the program assessed? Do most families and individuals find more permanent housing successfully after using the program’s services or does the shelter see the same people needing services often?

My revised and final evaluation question after the comments of my instructor is as follows:

How effective is the Salvation Army’s Center of Hope program in providing assistance to its shelter residents for them to find more permanent housing?
