How should we approach the development of cyber-policy and infrastructure given the “short arm” of predictive knowledge? (A13)

I think that we should approach the development of cyber-policy and infrastructure in a very cautious way.  We should take what we have learned over the past few decades about some of the shortcomings in technology and learn to be better than to allow bad things to happen to the best of our abilities.  Unfortunately, we cannot predict the future, so we do not know what new “best practices” that we might end up doing as a standard, and we do not know what other forms of unethical and illicit conduct on this technological platform will create for us in the future.  Further, we should approach the development of cyber-policy in such a fashion that we are all able to remain safe, but free to leverage technology in an ethical way.  We do not want too much censorship and we do not want too much control over technology, however, without some sort of control, terrible things happen.  We should ensure that users are able to remain anonymous and private in their lives and to ensure that people are able to utilize the functions of the internet and other technology without having to live in fear of who is trying to take advantage of them.  I believe that infrastructure should have government oversight that ensures the technology that runs the infrastructure is safely secured with encryption and other means of control.  This will help us form a complete economic collapse like some large infrastructures were to be breached.  The cyber policy should be comprehensive and fair.  The cyber policy should reflect the ability of a person to choose whether or not they want their data collected and used toward certain algorithms.  If there is a breach in that policy, reparation should be issued to that person as it would keep many large organizations from illegally collecting and storing data about people.
