The Laissez-Faire Theory expresses that the government should have a small part in economic affairs. This promotes companies operating freely. The letter relates to this theory because, if some federal rules or protocols were enforced, then the breach would have been found sooner, or the company would have had a stronger security system.

In relation to social theories that relate to the letter, first I would mention relativism. The decision on how to handle the situation may vary among the customer, the organization, or federal agencies, but relativism agrees that each of their views is valid morally.
