Submarine Exercise Area Coordinator (Atlantic fleet)
- Operational Command: Commander, Submarine Force Atlantic; Commander, Allied Submarine Command; CTF- 88, CTF-46, CTF-114. Proper handling and usage of classified information. Richardson directly supervised the generation of over 1000 submarine broadcast messages to the Atlantic Fleet and navigational plans. This allows for the safe and executable directives for over 41 United States Submarines. He collaborates with NATO units for exercises, which subsequently leads to strengthened allied relations.
- Supervises and trains a team of 16 sailors overseeing and ensuring the transmission of classified messages to the Atlantic Submarine Fleet. Under his direction his team ensures that all messages get generated in a safe and efficient manner allowing the Navy’s submarine force to miss ZERO operational days.
- Directed the generation of 239 new procedures to reduce human-error and unnecessary man hours. Subsequently this led to increased efficiency for the Operations Department.

Invested over 1,000 manhours to train, develop, and lead ET division to the highest standard, resulting in the qualifications of three quality assurance craftsman’s and five maintenance personnel. He conceptualized multiple ship alterations and system upgrades to improve the USS Washington. Notably the acquisition of the partnership with Raymarine to integrate every SRS-34 to upgrade their commercial radar system with Raymarine. He effectively managed six sailors and over 1,500 manhours of maintenance. His technical expertise and recommendations allowed the USS Washington to complete their entire work-up period and three deployments with zero missed operational days.
