State power is weakening, and the environment is becoming more interconnected and intelligent. Companies should also have strict technology regulations and be held accountable for how it is used. Communities and groups should have a say in how local smart systems function. Additionally, citizens need clear rights and skills to understand them. Regulation must be adaptable globally and built into technology to protect civil liberties.
