I believe that there should have unrestricted access to data breaches as long as there are safeguards in place to limit them from the exploitation of said data. The benefits outweigh the cost because researchers can develop methodologies to help mitigate the issue whether it is recurrent or isolated. As long as the data is authentic then I believe that researchers should be allowed to analyze it. There could use companies and the type of data that was breached to find a pattern and identify that types of corporations that are in the most danger. Also, they could view the type of exploitation used by the adversaries to develop new technologies to strengthen the security of multiple industries. A lot of companies do not report data breaches because the majority of the time consumers confidence in the company tend to erode. However, most states require private business and governmental entities to notify authorities and individuals of security breaches of information that involves personal identifiable information.
