The first theory that this is related to is classical economics. It’s related to the company’s lack of government involvement. They leave the reaching out to government help on the affected parties rather than themselves. The next is rational choice which is related because it is in the company’s best rational interest to notify affected parties of the breach and lose consumer trust. Many companies simply do not tell victims about breaches that occur to save face and hope no one notices. The next theory is neutralization theory due to the company’s denial of responsibility and involvement. The letter never claims any level of responsibility. Lastly the language of the letter makes the breach seem not as bad as it may actually be. This relates to cognitive theory by using language that may make the victims not as concerned as they may have been otherwise.
