How does cyber technology impact interactions between offenders and victims?

Cyber technology impacts interactions between offenders and victims, from the wide range of potential damage it can give. Cyber is an international frontier so pinning down an offender can be very difficult. Anonymity is a big factor when it comes to cases like these. It makes the perpetrator more difficult to identify and track and can exacerbate fear in the victim, who may not know who is harassing/stalking him/her. For example, the use of the internet to target someone for harassment may be especially disturbing when done anonymously because it is unclear who the victim can and cannot trust, or where the stalker may be lurking. When a stalker shields his/her identity it makes it more difficult for law enforcement to investigate, and for prosecutors to prosecute the crime. In other words, the offender can continue to harass the victim with little to no consequences. As it pertains to the legislative system, even if they are charged each state is responsible for its laws and protections. A lack of adequate legal protections may unintentionally help an offender to trap a victim in a state of terror, to cause a victim to feel defenseless, and to cause a victim to be threatened or in danger, while at the same time empowering the offender. Lack of proper protection may also lead citizens to retaliate through vigilante justice. In some cases, the offender will provoke the victim into physical interaction. States have recognized the impact of technology on social interaction throughout the U.S. and made efforts to update legislation to protect their citizens. Other states still have substantial gaps in the creation and implementation of legislation that fills the cracks created by the incorporation of the Internet into everyday life. However, progress is being made, and that is a good light at the end of a tunnel.
