Compare cybersecurity risks in the U.S. and another country?
Japan and the United states are to countries that both believe that the cyber space can not be a lawless zone. The United states has invested heavily into maintaining the realm of cyberspace; they’ve done this by increasing facilitation between nations to better handle cyber crimes. Japan is a one of many cooperating nations that also prioritize maintaining cyber law. International law is something the U.S. believes should be implemented in order to properly protect people, Japan is not in opposition of this position. The difference between the two is that Japan does not believe that their should be a specific law implemented to manage cyber crimes, rather on these topics their should be collaboration and interpretation to find out how to best handle these cyber situations. Even though, there are numerous countries with their own way of handling cyber security incidents but currently the main document used in cyber space is called the “Budapest Convention”. Called the Convention on Cyber Crime, it became effective on July 1st, 2004. This is the first international treaty created striving to address cyber crime, by improving investigative and national laws, as well as increasing cooperation among participating nations. Some countries were in opposition of this treaty such as Russia. When this treaty was being implemented Russia believed that this treaty would begin to encroach on their sovereignty rights. Considering that the Budapest Convention is the first legally binding document for cyber crime, Russia has decided to not cooperate in on going cyber crimes. Overall, the United states has made continuous efforts to maintain the realm of cyber security to make the internet a safer place, while doing this numerous other countries have contributed to maintain this goal, like Japan. Japan is one of few countries within the eastern hemisphere that agree with the efforts of the U.S. and serve as a pillar for international cyber law.
