How Does Cyber Technology Impact Interactions Between Offenders and Victims?

The cyber technology impacts interactions between offenders and victims in may ways. One of the biggest ways is while harassment and stalking now being able to be online. Since the offender is behind a screen they could be anywhere in the world and across any platform that the victim has. This makes it incredibly hard to find out the identify of the offender, if it is not already known. The victim would not really have a place to “hide” since technology is our whole world. Of course they could get off their phone for a while, but all of their accounts are still being active. Also since it is online, it is hard to determine what a punishment would be for the offender, especially if their identity is unknown and if that was the case, how would you find the person? The victim would not be able to feel much peace because of this. The only way they would be able to fix this, in my opinion, is to go offline, but in our world of technology today, how possible would that actually be? We use technology for everything. School, work, online shopping, and even simply just having a phone. The only thing that might bring the victim a little relief is the fact that they are not being physically watched.

How Should We Approach the Development of Cyber Policy and Infrastructure Given the “Short Arm” of Predictive Knowledge?

I think that we should approach the development of cyber policy and infrastructure with just an open mind. In cyber policy, I do not think that trying to use predictive knowledge is a good idea because it changes all of the time, in ways we most likely never thought was possible. I would say it would be a good idea to keep the predictive knowledge with analytics and data, but with the ever changing cyber policy, it does not need to try to be predicted.
