The Short Arm of predictive knowledge refers to how we don’t have a lot of reach when it comes to predictability, and this is crucial when it comes to developing technology and cyber policy. The way we should approach this is by prioritizing long term development and precaution. Because our predictive knowledge is short, being cautious in developing cyber policy is important as it allows us to map out the pros and cons of the cyber policy before developing it, even if the cons are incredibly unlikely. We should also take into account of longevity, such as if a cyber policy would be useful 10 years from now. One last important approach would be flexibility, so that in case something goes wrong, the cyber policies are able to adapt to the incidents like backups or redundancy.
