-How should we approach the development of cyber-policy and -infrastructure given the “short arm” of predictive knowledge?

Through the reading and my interpretation of the “short arm” of predictive knowledge, the author is trying to tell us that human power and greed will always reach for whatever is closest and obtainable while the long arm will always reach for what it can’t see but for what it can try to predict. Based off this reading and my understanding cyber policy and infrastructure should reach for goals that it obtain or achieve. There is no telling what is on the horizon of cyber technology and vulnerabilities, but we should continue to move forward while trying to be decent people and considerate of one another. If we can predict and issue or vulnerability then we fix it immediately, but no one can predict the future, so we mush grab what we can. Vigilance and scanning is key to know what the next step or development should be.
