 Compare cybersecurity risks in the U.S. and another country:

The United States has very advanced cyber capabilities compared to other countries. North Korea, for example, is known to have a state-sponsored hacking group known as Lazarus Group, which have been connected to many other cyberattacks. However, North Korea lacks the resources and cyber infrastructure that the U.S. has. The U.S. is home to some of the world’s leading cybersecurity experts. Although this is true, the U.S. is also one of the most targeted countries in the world for cyberattacks. These attacks can be financially motivated, politically motivated, or for any other reason. Businessmen, government agencies, and regular individuals can be subject to these attacks. North Korea on the other hand, is often the engager in cybercriminal activities. Such as stealing funds for its regime. These activities are believed to be state-sponsored all for the purpose of serving the regime’s interests and objectives. The U.S. has engaged in cyber diplomacy and negotiations with other nations in order to establish norms and rules in cyberspace. The U.S. also has a well-established framework for cybersecurity. This includes laws and regulations governing data protection, breach reporting, and critical infrastructure security. North Korea does not have a comparable regulatory framework for cybersecurity. It instead operates in a closed and secretive manner. Cybersecurity risk in the U.S. can lead to significant global implications due to its connections with the international economy and technology landscape. Because of this, it is safe to say that the U.S. has much greater cybersecurity risk than North Korea. North Korea tends to be the attacker much more than the target. Their activities tend to be aimed at achieving specific objectives such are acquiring funds or intelligence.
