Organizations can reduce these risks through network
segmentation, strong authentication and access controls, continuous monitoring, asset
management, vulnerability management, incident response planning, and resilient manual
operating procedures.
SCADA Systems and Critical Infrastructure
SCADA systems are a type of Industrial Control System (ICS) used to monitor and control
physical processes, particularly when equipment or facilities are geographically distributed. A
SCADA environment commonly includes sensors, field devices, programmable logic controllers
(PLCs), communication networks, human-machine interfaces (HMIs), and supervisory
computers. These components allow operators to collect information about physical processes
and send commands to equipment. NIST defines ICS broadly as systems used to control
industrial processes and identifies SCADA systems, distributed control systems, and PLC-based
systems as major types of ICS (Stouffer et al., 2023).
SCADA systems are particularly important because they connect digital information with
physical operations. In a traditional information technology environment, a cyberattack might
primarily result in stolen information or unavailable computer systems. In an operational
technology (OT) environment, however, unauthorized commands can potentially change the
physical state of equipment. NIST notes that OT systems interact directly with the physical
environment and therefore must be secured while maintaining requirements for performance,
reliability, and safety (Stouffer et al., 2023). This makes cybersecurity in SCADA environments
different from conventional IT security.

SCADA technology is widely used throughout critical infrastructure. In the energy sector,
SCADA systems can monitor and control electricity generation, transmission, and distribution.
They are also used in oil and natural gas operations, including pipelines and related facilities.
Water and wastewater organizations use control systems to monitor pumps, valves, treatment
processes, pressure, and water levels. Manufacturing facilities use ICS and related technologies
to control production equipment and industrial processes. Transportation systems can also use
OT to manage physical processes and infrastructure. These applications demonstrate why the
security of SCADA systems is directly connected to the availability and reliability of essential
services (Stouffer et al., 2023).
Cybersecurity Vulnerabilities and Risks
One major vulnerability associated with SCADA systems is the continued use of legacy
technology and insecure protocols. Many industrial systems were originally designed
primarily for reliability and availability rather than modern cybersecurity. NIST has documented
ICS environments in which communications protocols may lack authentication, encryption, or
integrity protections. Without appropriate protections, an attacker who gains access to an OT
network may be able to intercept, modify, or impersonate communications (Stouffer et al., 2015).
Older equipment can also be difficult to patch because applying an update may interrupt an
industrial process or create compatibility problems.
A second major vulnerability is inadequate network segmentation and remote access.
Modern SCADA systems increasingly interact with corporate IT networks, vendors, cloud
services, and remote workers. Although connectivity can improve efficiency, it also creates
additional pathways into OT environments. NIST explains that increased connectivity between
ICS and conventional IT systems has increased the vulnerability of industrial systems (National
Institute of Standards and Technology [NIST], 2015). CISA recommends minimizing network
exposure, placing control-system networks behind firewalls, isolating them from business
networks, and using secure methods for necessary remote access (Cybersecurity and
Infrastructure Security Agency [CISA], 2023).
Weak authentication and access controls create another significant risk. If an attacker obtains
legitimate credentials through phishing, password reuse, or other methods, the attacker may
appear to be an authorized user. In a SCADA environment, unauthorized access can have
consequences beyond the theft of information because legitimate-looking commands could
potentially affect physical equipment. For this reason, least privilege, strong authentication,
secure remote access, and careful account management are important components of SCADA
security.
Potential Effects of a SCADA Cyberattack
The consequences of a successful attack against SCADA systems can extend beyond the
affected organization. A cyberattack against an electrical utility, for example, could interrupt

electricity service to homes, businesses, hospitals, and other critical facilities. A disruption to a
water treatment or distribution system could affect the availability or safe operation of an
essential public service. Manufacturing disruptions could cause financial losses and interrupt
supply chains. Because critical infrastructure sectors are interconnected, an incident in one
sector can also create secondary effects in other sectors.
The 2015 cyberattack against Ukrainian electricity distribution companies provides a real-world
example. According to the U.S. Department of Energy, attackers compromised industrial control
systems and used human-machine interfaces to issue commands that contributed to power
outages affecting approximately 225,000 customers for one to six hours (U.S. Department of
Energy, 2018). SANS researchers similarly reported that attackers gained access to SCADA
environments and interfered with the ability of operators to control and restore electrical service
(Lee, 2016). This incident demonstrates that a cyberattack against SCADA systems can move
from a digital compromise to a physical disruption of an essential service.
The Ukraine incident also demonstrates why resilience is as important as prevention. The
objective of cybersecurity should not only be to prevent every intrusion, because preventing
every possible attack is difficult. Organizations must also be capable of detecting suspicious
activity, maintaining safe operations during an incident, restoring systems, and continuing
essential services. NIST therefore emphasizes a risk-based approach that accounts for the
unique safety, reliability, and operational requirements of OT environments (Stouffer et al.,
2023).
Strategies for Improving SCADA Security and Resilience
Organizations can improve SCADA security through a layered defense strategy. First,
organizations should maintain an accurate asset inventory that identifies SCADA servers,
PLCs, HMIs, network devices, remote-access systems, and other OT components. NIST
identifies accurate OT asset management as an important part of an overall cybersecurity
strategy because organizations cannot adequately protect systems they do not know they have
(McCarthy et al., 2020).
Second, organizations should implement network segmentation and access controls. OT
networks should be separated from ordinary business networks whenever possible, with
carefully controlled communication between environments. Firewalls, access-control rules,
secure remote-access solutions, and least-privilege permissions can reduce the opportunity for
an attacker to move from an IT environment into an OT environment. CISA specifically
recommends minimizing Internet exposure and isolating control-system networks from business
networks (CISA, 2023).
Third, organizations should use continuous monitoring, vulnerability management, and
incident response planning. Security teams should monitor OT networks for unusual
communications, unauthorized changes, suspicious account activity, and other indicators of
compromise. Vulnerabilities should be prioritized based on the potential operational and safety

consequences rather than simply applying IT security practices without considering the
industrial environment. Organizations should also develop and regularly test incident response
and recovery procedures.
Finally, resilience requires maintaining safe alternatives when automated systems become
unavailable. Manual operating procedures, backup communications, tested recovery systems,
offline backups, and trained personnel can help organizations continue operations while
recovering compromised SCADA systems. The Ukraine incident demonstrated the value of
having personnel who could shift portions of operations to manual control during the recovery
process (Lee, 2016).
Conclusion
SCADA systems are a critical component of modern infrastructure because they allow
organizations to monitor and control physical processes in sectors such as energy, water,
transportation, and manufacturing. At the same time, their connection to digital networks creates
cybersecurity risks that can affect both information systems and physical operations. Legacy
technologies, insecure protocols, weak authentication, inadequate segmentation, and
remote-access pathways can provide opportunities for attackers to compromise industrial
environments. A successful attack can cause financial losses, service disruptions, safety
concerns, and broader societal consequences.
Protecting SCADA systems therefore requires more than traditional IT security. Organizations
must combine cybersecurity controls with operational safety and reliability requirements. Asset
management, network segmentation, strong authentication, monitoring, vulnerability
management, incident response, and recovery planning can reduce risk and improve resilience.
Ultimately, effective SCADA security depends on recognizing that cybersecurity and physical
infrastructure are increasingly interconnected.
References
Cybersecurity and Infrastructure Security Agency.
