1. How does cyber technology impact interactions between offenders and victims?
Cyber technology has had both positive and negative impacts on society. It is now easier to connect with other, work opportunities and more fun things to do in general with access to technology. However it has also given rise to predators who this technology to do. There is cyberbullying, cyberstalking, and other types of cybercrime that have come about. Those who do these things now have an umbrella to do certain these things and do so under a certain level of anonymity that could make it harder for them to pinpoint. This means that should someone fall victim to such an attack the offender would have an easier time doing so that they might usually if it was done offline. For example, if someone is stalking you offline you could get more concrete evidence such as pictures or video footage, possibly even fingerprints if the offender was to leave something behind or physically touch anything of the victims. Online however there are ways to change Ip addresses and even create a new identity to stalk or harass someone without being immediately identifiable and this creates a dynamic in which the victim could be more hesitant about getting help and more afraid as the offender may be more comfortable in getting away with what they are doing.
2. How should we approach the development of cyber-policy and -infrastructure given the “short arm” of predictive knowledge?
Cyber policy and infrastructure in my opinion should be constantly evolving. As a people we are always growing and always learning more about whether it be in a good or bad way. With this being said there will always be more to come a new way to do everything and so in order to keep up new policies and infrastructures will always have to be developed and implemented to keep up. There should never be contention and even if one thing has been developed and working as it should there should be something else in the works to make it even better whether this is the functionality of something or security to keep out the bad part of this evolution there will always be room for more improvement.
