Norfolk’s Documents Of Integration

Contained in this webpage are documents and reports recording the integration process of Norfolk City Public Schools from 1968 to 1972. Accompanying these documents are graphs visualizing the reported data to help viewers understand the scale of Norfolk’s false integration of Black teachers. Moreover, I want viewers to also keep in mind that Norfolk’s end goal of integration was to keep the teacher population two-thirds White and one-third Black in every school, while never specifying their grade levels. All the while, promoting a new, changed school system through the new desegregation plan. While looking at the documents, see if they reflect the values Norfolk City Public Schools set forth.
