Accompanying these documents are graphs visualizing the reported data to help viewers understand the scale of Norfolk’s false integration of Black teachers. Moreover, I want viewers to also keep in mind that Norfolk’s end goal of integration was to keep the teacher population two-thirds White and one-third Black in every school, while never specifying their grade levels. All the while, promoting a new, changed school system through the new desegregation plan.
