Given how difficult it is to predict the future of cybercrime, the most effective method in making cyber policy is to learn from past mistakes. As unfortunate as it is, it is nearly impossible to predict new types of cyber-crime; however, we can use our knowledge of past failures to be better prepared for what is to come. Perhaps the best course of action is to treat cyber policy like that of real-world legislature; have informed branches and committees vote on policy in order to have the best possible outcome.

In order for this strategy to be most effective, new committees with proper expertise on different cybertechnology should be made. To be clear, cyber policy should NOT be made by politicians in our current legislature as they are ill-equipped to effectively make decisions on the matter with their current level of knowledge. This committee will act like that of our legislative branch but will be made of those who are competent in the cyber technology field. This will better ensure the highest possibility of creating effective cyber policy compared to those who are less educated in the field.

While it is impossible to flawlessly predict the direction of cyber issues and cybercrime, I believe that this strategy has the best probability of effectively predicting cyber issues and reacting in a beneficial manner. While I am sure that such a committee will be bound to make mistakes, I am confident that there would be far fewer mistakes made with far more successful policies compared to that of a legislature that is not specified in the field.

If this committee was to be instated, they should hold elections like a standard legislative body in order to circulate new policies and ideas. Furthermore, there should be some system of checks and balances to make sure that there is no unethical practice or abuse of power taking place.
