As Chief Information Security Officer a limited budget would be no issue. Numerous of the trainings can be done by sending a few individuals to receive said official trainings and certificates then when they return, they will spread the word to the masses. A unit is only as strong as its weakest link. So, we all will have the same information and if someone has discovered a new efficient way, that does not compromise any structure, we all will learn it.
There will be daily notes given just as usual companies operate, weekly meetings used for training. These weekly training sessions we be low in cost, around 5%, as they would be for refreshers, current events, and team bonding. Monthly training sessions for specific specialist, i.e. department heads taking time to spread knowledge to their team. Here a majority of the fund would be allocated about 80% to 90%. While the remainder of the funds will be used for quarterly special training where individuals will be able to go and excel their knowledge and return and teach the entire company on what they have learned.
As for technology, a company can have the latest and greatest tech but if their employes are not technically skilled enough to used them then the technology is worthless. I will have sufficient technology to operate but I will not go out and buy a new model every year, it is not an Apple iPhone. To elaborate further, it is like receiving the family hand me down car. Learn how to take care of that first, then when it is time for an upgrade, upgrade but only once you have “mastered” the knowledge needed.
