Just last year a comprehensive evaluation of national cyber power was done. The assessment was done for 15 nations and placed them into three tiers of capability. Countries were judged on seven criteria: strategy and doctrine, governance, command and control, core cyber-intelligence capability, cyber empowerment and dependence, cyber security and resilience, global leadership in cyberspace affairs, and offensive cyber capability. According to the study, the U.S. was the only county with leading strengths in all categories. This placed the U.S. in the top category alone. The second tier included: China, Russia, UK, France, Canada, Israel and Australia. The third tier were countries in the early stages of their developments which included: India, Japan, Iran, Indonesia, Malaysia, Vietnam, and North Korea.

It is easy to see from this evaluation that the U.S. would have much lower risk for cyber-attack than the countries in the lower tiers. While it is not perfect, our superiority keeps us well protected in this regard. As the leading nation we also lend a hand to our allies to help with their cyber security threats as they arise. Just this week U.S. Deputy National Security Advisor for Cyber and Emerging Tech Anne Neuberger will meet with European allies to help boost up Ukrainian cyber defenses in case of an attack made by Russia.
