Technology is ethically neutral and just a tool used for advancement. Man is forever changing the future so good and evil, for the most part, is always at play. Ethics and morals are a thing of now as we technically cannot predict the future. We can attempt to shape it and guide it in a certain direction; however, the choices you make has to be of good will and character. The good or the bad of the context is right here and now as that is the short arm and nobody can be held accountable for the long term effects of a well intent act.
With that being said, I feel as though we should always stay neutral and try to sit on the fence as much as possible. You cannot make everyone happy no matter what. Someone will find a way to use something of good value for bad intentions. That is just the reality of what people do. For instance I do not think we should ban the internet for everyone because a select few people use it for malicious purposes. The same goes for TOR; there are a lot of countries that rely on the anonymity to get around censorship, but the deep web is also widely used by criminal organizations. Both situations there are good people, but the bad people ruin it for everyone else.
As for making policies that effect everyone. More specifically, data harvesting and collecting. It would take a whole lot of persuasion for me to buy into this concept as I just do not think it is ethically OK. I am more morally inclined to ban it than I am to keep it and this is because nobody knows how to handle PII data correctly nor are they held accountable when things go wrong.
