One of these is the collection of information on children under the age of 13, which could be the most serious violation due to its unethical and illegal nature, basing its definition on the idea that minors cannot give informed consent, and internationally recognized laws protect children from being exploited, such as the Children’s Online Privacy Protection Act (COPPA). Another form of serious online behavior is impersonating someone, which will typically lead to fraud, impersonation, or other crimes, which could be considered serious from a financial or emotional standpoint. The serious nature of sharing passwords, addresses, or a private picture of someone without permission is also concerning, as it invades the person’s privacy, violates their safety or security, and could lead to stalking, harassment, or identity theft.

Online behaviors that involve bullying or trolling are also incredibly serious, as they can lead to psychological harm that lasts a lifetime. While those behaviors are often dismissed as “online drama” or trivialized, many of the behaviors in this category can be harassment or threats of harm, and often these behaviors are associated with an individual who is in a mental health crisis. Finally, searching for illegal acts or illegal content or searching for information on how to commit illegal acts can be a police issue and in itself demonstrate criminal intent. Together, these five behaviors represent the most significant deviation because they target vulnerable individuals, violate boundaries or privacy or safety, and have criminal consequences that can lead to more than just consequences online.

Of the eleven forms of illegal online behavior as defined by Andriy Slynchuk, some would be potentially more serious than others.
