He goes on to say that the human capacity to foresee the consequences of actions is still very limited due to the fact that the consequences are long-lasting, worldwide, and sometimes irreversible. He refers to this limitation as the “short arm” of predictive knowledge and argues that we cannot fully predict the future repercussions of the systems we establish or the policies we enact. With the advancement of technology, the possibility of unintended harm also increases along with it.

In light of this uncertainty, cyber-policy and infrastructure should be based not on short-term efficiency but on precaution, adaptability, and long-range responsibility. Jonas was of the opinion that once our power becomes greater than our foresight, it is incumbent upon us to act with caution. He states that modern technological action requests “a new ethics of foresight and responsibility” in which the whole planet’s future human conditions are taken into account rather than just the immediate gains.

Thus, one can say that such an approach in cybersecurity translates into the adoption of policies that should be able to foresee later threats, provide safeguards for the people of the future, and take for granted that there will always be the emergence of unrecognized risks along with the advancements in technology.

The cyber-infrastructure should not only be built to react after a breach or failure but also be designed during the initial stages with resilience, flexibility, and ethical responsibility spreading their roots. The forecasting of what is still beyond our powers to perceive has to be incorporated into the building of systems with the assumption that the pace of technological development will continue to outstrip our comprehension of it. The answer that Jonas offers is not the infallibility of foresight, but responsible humility instead: shunning overconfidence, mitigating the impact of worst-case scenarios, and acknowledging that the choices we make today can either empower or restrict the future.

Hans Jonas claims that contemporary technology has increased human power to such an extent that ethical norms based on the past could only partially cover it.
