They could have been somewhere online that they shouldn\u2019t have been. Or there are probably scared that if they get that hacker in trouble one of that hackers\u2019 friends could make the victim pay for snitching. When problems get reported about cybercrime it is often incomplete. There should be a law where if something is reported then it cannot be touched so it is as it is.
