I think we should develop policy as new technology is created. With new technology being created so fast and it having massive variety it is hard to predict what new thing will be coming out that needs to be regulated. Preemptive policies made in order to regulate something that may happen could result in a big waste of time if that thing that the policy was made for doesn’t get developed and created. While creating policy after something has already been created and not efficient because it takes awhile to make policy so it will have been out and unregulated for a period of time, it is still more efficient than creating things that most likely won’t even be used. An example of this in action would be if someone created a policy on e-commerce before amazon and other big companies existed. This policy would first discourage companies created with this technology to not pursue it anymore if regulations were already put in place before it was made. As a result of this the policy would fall useless because these companies would be reluctant to create such platforms. If we look at the other side however where we don’t create policy until after the fact we see a much different story. The company will be created and will be unregulated for a short while while policy is being created but it will have allowed technology to be pushed forward rather than stomped out before actually created. In conclusion technology should be freely developed and created with policy only being created after where it needs to be otherwise people and companies will stop expanding technology in areas where there is too much regulation halting the overall expansion of technological advancements.
