We should institutionalize rigorous processes for carefully assessing the potential long-term impacts of proposed technologies, erring on the side of restraint when faced with uncertainty. Concretely, this could involve, establishing strict ethical guidelines and review boards to scrutinize cyber-technologies before deployment, requiring comprehensive risk assessments and contingency plans that consider distant future scenarios, promoting a culture of responsibility and long-term thinking in the tech sector, investing heavily in research to enhance our predictive capabilities and address knowledge gaps, and fostering public dialogue and democratic oversight to navigate value trade-offs. Fundamentally, we must be willing to slow or halt the development of cyber-technologies if we determine the risks to future generations outweigh the near-term benefits.
