Designing the Public Sphere: Information Technologies and the Politics of Mediation

How should markets, businesses, groups, and individuals be regulated or limited differently in the face of diminishing state power and the intelligification (Verbeek, p217) and networking of the material world?:

Technology actively and primarily plays a role in shaping human behavior; this is more apparent the more time goes on.  As well as society becoming more lawless through means of technology, government powers are having a difficult time policing and creating policies that can enforce the law.  Ethics need to be built into these policies; they should not only restrict actions, but also attempt to guide the human-technology relationship to safeguard the future of society and the planet.
