Program Management (PMI-PMP since 2010). Over 20 years program and project management experience on a variety of information technology platforms supporting DoD, DOS, US Army, US Navy, USMC, CONUS & OCONUS. Program Manager for the US Southern Command (USSOUTHCOM) Enterprise Information Technology Services Support Contract (EITSSC) providing theater-wide enterprise IT support to 30+ sites and two (2) Joint Task Forces in 22 countries throughout Central/South America and the Caribbean. Provided program management on multiple other DoD contracts providing IT engineering, integration, testing, installation, procurements, logistics, documentation, sustainment, and lifecycle support as highlighted under work experience. Comprehensive experience performing a wide array of business functions associated with program management to include contractual, financial, human resources and subcontracts management. Consistently meet all deliverable requirements in accordance with established and approved program schedule to include In-Progress Reviews (IPR), financial reports, meeting agendas/minutes, project plans, SOP updates, recommendations, Continuity of Operations Plans (COOP), process documentation, after-action reports, monthly statistical and metrics reports. Detailed financial experience performing and reporting burn-rate analysis and incurred costs.

Business Administration. Comprehensive corporate management experience with contracting, acquisitions, finance/budgeting, quality assurance, human resources, documentation, and operations. Established, executed, and implemented contracts, subcontracts, etc…with DoD and commercial customers. Provided financial analysis and management during several projects established to increase productivity while reducing costs. Implemented and maintained an ISO 9001:2000 (currently 2015) compliant quality management program.

Business Strategy & Development/Capture Management/Proposal Management. Performing a wide array of responsibilities during the complete business development and capture lifecycle to include, but not limited to: identifying and vetting business opportunities; team/relationship building; capture strategies – conducting strengths/weakness and competition analysis, developing win themes and strategies; managed all proposal activities from development of technical, cost and past performance volumes to conducting color team reviews.   

Operation/Cyber. Over 30 years’ experience in managing a diverse array of teams though the execution of Information Technology (IT) operational tasks and performance of ITIL-based service management. Operational management experience includes management of all DoD IT operational functions to include Network Operations and Security Center (NOSC) operations, network administration, system administration, service desk support, cybersecurity, RMF, collaboration, and telecommunications that supports voice, video and data management as well as transport services across several mediums. Extensive experience with quality management over operational functions that includes continuous service improvement (CSI) through process auditing, process improvement, root-cause analysis, preventive and corrective action, and monitoring and control. Experience transitioning new initiatives from the design phase to service operations.

Technical. Direct technical experience, expertise, training and education with wide array of telecommunications equipment including single- and multichannel; HF, VHF, UHF, SHF, Microwave and SATCOM; CIED; tactical power grids; grounding; and a variety of voice, video, data, and transport systems that include integrated processor controlled communications, radio and management systems to include: satellite modems, signal processors, multiplexors, radios, and various switching systems. Provide 24/7/365 information technology Network Operations and Security Center (NOSC) leadership and personnel management for 200 personnel geographically dispersed throughout the USSOUTHCOM theater of operations. Support includes ITIL/DESMF based Tier 1 – 3 service desk, network & system administration, telecommunications, cybersecurity (ACAS, HBSS, Incident Response & other compliance activities), limited T4 engineering/OEM, network/incident monitoring for voice, video, data, applications and transport service operations. The LLC infrastructure leverages cutting-edge technologies and are adaptable to future technology evolutions focused on improving the Lifelong Learning concept. Manage 40+ personnel at five locations (Fort Eustis, VA, Charlottesville, VA, Fort Leavenworth, KS, Fort Leonard Wood, MO, and Fort Gordon, GA) for approximately 70,000 users monthly. Provided programmatic support during the migration of five discreet sites into an enterprise solution that reduced the IT footprint dramatically and established the footprint for reduced manning support.
