How should we approach the development of cyber-policy and infrastructure given the “short arm” of predictive knowledge?

Cyber policy and infrastructure are lacking, especially cyber-policy. There are a lot of bad people out there who are able to get away because of how easily they can disappear without a trace. One minute you are talking to a guy online, find out he did something illegal, and then the next minute its as if he never existed. While I get free and being able to do what you want is very important to a lot of people, the situation is different when actual crime is involved.

The government first needs to actually take action, for example with people being anonymous. At least with phone calls, you shouldn’t be able to call in anonymously and SWAT someone. There should be some way that you are able to be tracked, only by police and the government though. Normal people shouldn’t be able to track others, but if the police need to track down important calls, they should be able to. Parents also need to be able to teach their children what is clearly right and wrong on the internet. People also need to start facing repercussions for what they do online.
